Why Is My Oracle E-Biz Database Slow? A Million Dollar Question

Why is my database slow? I bet, this would be the most common question any Oracle DBA would have come across in his/her career. After all discussions the descision is made for a database infrastructure capacity increase. This is the most common approach taken by any organization when the issue of system performance surfaces, but, what about the increase in cost? What has really gone wrong with database? What's wrong on the application side? Do we have a cost efficient way to isolate and curb this problem? It's a myth that a server capacity increase can solve performance issues. In most cases the system might be starving for a CPU or IO subsystem. My attempt would be to crack the myth and share my experience and knowledge on analyzing the mostly unexplored area of capacity and performance tuning that can proactivly avoid the potential problems immediately or in future.
